and has already killed 58 people in the caribbean. welcome to 11 news sunday morning, i'm lisa robinson. >> and i'm mindy basara. an 800-mile swath of the country is in the crosshairs of sandy. >> residents on the east coast are preparing for winds, rain, and snow in some areas. >> we have live coverage with tony pann and jennifer franciotti. we begin with tony. >> today's not going to be a big deal. it will be a good day to prepare for things. we might get some rain and it will be breezy today but not a lot happening. right now 59 at the airport. northeast wind at 12. winds will pick up heading into the afternoon. you'd call it breezy, not windy, between 10 and 20 miles per hour. picking up rain on the outer fringes of the storm which is still way off the southeast coast.

heavy rain off the eastern shore counties represented by the orange and red, a little rain around baltimore. the best chance for rain today is in the eastern shore counties, breezy with temperatures in the low 60's. the worst part of the storm will be on monday night. remember that. heavy rain coming in monday afternoon, monday night will be the worst part of the storm with winds between 30 and 50 miles per hour. on tuesday, it will turn much colder with temperatures in the 40's and there might be snow in the mountains. i'm going to go over all of that in detail when i return but first we will send it to jennifer franciotti in fells point. this is not the worst-case scenario for maryland. we don't expect it to come churning up the bay and there shouldn't be a big storm surge in fells point. it's good to prepare but i don't think it will be the worst-case scenario for us. >> folks here aren't taking chances. they've learned that

preparedness is key and there are sand piles in this area so folks can fill them up with sand bags and try to help. bill is here to help out a neighbor. >> she's a widowed retired lady in her 70's and she's had some flood issues in the past with small rains so we're preparing. >> you came down here looking for the bags but there are none to fill up. >> i was here last night and there was no parking, it was crowded. >> hopefully if you stick around they'll show up. >> i'm going to wait for them. >> we have someone here from hot tomatoes. >> we need them, too. our whole backyard floods. >> what is this place like when it floods? it probably doesn't take very much. >> it doesn't take much at all where we work. >> does it fill up from the inside? >> it fills up from our backyard and keeps going out the front

door. >> that's a mess. >> it is. we have to shop vac it and mop it. >> how long are you willing to wait here until the bags show up? >> until they show up. >> we know that mima, as of 7:00 this morning, will activate level one phase so all hands on deck in reisterstown to make sure their communication system is ready for what's coming. >> as hurricane sandy makes its way up the east coast, ocean city could be hard hit. >> officials haven't asked people to evacuate just yet but are asking residents to be ready. sarah sampras an continues our team coverage. >> we still have trouble with the windows so we're here to board it up and rest in peace tonight instead of being

worried. >> exactly the attitude emergency service officials in ocean city want to hear. >> take personal responsibility and get prepared for the storm. take care of their property, see that they have their plan in place and they're ready to do what they need to do. >> for laura lake mathis who's had this beach cottage in her family since the 1950's, that means one thing. >> i'm going back home. >> for those residents planning to stay, officials say stock up, have at least a three-day supply of food and water and plenty of batteries. >> we want people to pay close attention to this. we don't want complacency at all. we will survive this as long as everyone works together with us to do so. >> two of the biggest concerns here -- flooding and power outages. >> our emergency services may be overwhelmed over a period of time if this is a long event so we want everybody to be on the same page. >> fire cruise are making an effort to be as prepared as possible, spending the day

fueling trucks and gathering life vests and wading boots in case water levels get as high as expected. margan says her preparations are done and all that's left to do is soak in sun on the boardwalk before the storm hits. >> i hope i have a place when i come back and it's not full of water. i want to stay but my daughter wants me to leave. i love storms. >> in ocean city, sarah sampson. >> this morning, b.g.e. officials say they're planning for the potential of several hundred thousand customer outages. yesterday, crews were at m&t bank stadium readying one of the restoring sites in the area. >> the storm is supposed to hit us continually for four days, it is going to be a long restoration process because with

a lot of flooding and with high winds, if wind is higher than 25 miles per hour, our crews can't use their bucket trucks. >> b.g.e. is also urging residents to have an emergency plan in place if your power goes out including caring for elderly and special needs family members. should you lose power, b.g.e. wants you to call them and let them know. the number is call is 1-877-778-2222. >> several governors along the east coast are declaring states of emergency and urging residents to move inland ahead of sandy. new jersey governor chris christie is urging the evacuations of all the state's casinos and state barrier islands by this afternoon and he's closing state parks. billboards were also taken down in advance of the expected high winds. >> at this point in time, it will likely make landfall late

monday evening bringing accumulated rain, high winds and significant beach erosion. >> evacuations are also underway in new york. authorities are calling for the first mandatory evacuations in that state. residents on fire island have to leave by 2:00 this afternoon. fire island is located off the south shore of long island. there are just a few hundred people living there right now and they're packing up and getting off the island. >> this is a dangerous storm and i think we're going to be ok but if it were to strengthen unexpectedly or change its path, it could do a lot of damage and you could be at risk. >> new york city officials are considering whether to shut down any public transportation as it did during irene. airlines are predicting cancellations and waiving change fees for passengers who want to reschedule. stay with 11 news for the latest

driving around getting ready, it should be ok. temperatures in the upper fitzgerald, -- 50's, low 60's. 55 in parkton, 56 in jared sullingerville and the winds thus far aren't that bad. it will be windy at the beaches but around baltimore, i suspect winds will stay between 10 and 20 miles per hour today but there could be coastal flooding on the western shore of the bay have a we will northeastern wind most of the day. if you're watching close to the water, your high tide might be above normal. heavy rain in the eastern shore county -- delaware back into the lower eastern shore and scattered shower around baltimore. if it's not raining at your house yet, it probably will be at one point or another during the day today. the latest on the storm, looking healthy on the satellite, a big swirl there, convective band,

sustained winds 75 miles per hour, 300 miles off the carolina coast at the present time moving northeast and we think it will continue on that path. one of the models has a good handle on what's going to happen, the european model. you can track the storm as it comes up the coast and the time frame. this is 10:00 a.m. on monday, it has it 100 or 200 miles off the coast of ocean city. ocean city in the heavy wind and rain but it is off shore. if this storm had come up the chesapeake bay, that's the worst-case scenario. it's still going to turn but it will turn into a nor'easter starting monday afternoon and wrap back to the west and slam the jersey shore. it will carry that storm surge and there will be hurricane-force winds along the jersey shore but as it pivots towards us monday night into said it morning, the heavy rain

will drift into maryland and temperatures drop into the 40's on tuesday. there will be a lot of rain, this is the projected rainfall totals. most of the bright orange and red here is over four inches of rain so before sandy gets out of here, we expect everybody to get at least two inches, up to six or eight inches of rain out of the storm system. showers likely today, breezy, high temperatures between 60 and 65. seven-day forecast taking us through the rest of the period. the worst part of the storm for us will be monday afternoon and night with winds between 30 and 50 miles per hour at that time. winds will settle down on tuesday but rain will stick around. 57 on monday, down to 46 on tuesday and i wouldn't be surprised if it was snowing in the mountains on tuesday. on halloween, there could be showers left with a high near 50 degrees. the worst part of the storms for

us will be monday night. >> cubans are digging out after hurricane sandy raged across the island nation. sandy swept cuba thursday and killed 11 people. the city of santiago took the brunt of the storm. soldiers and crews are working to restore power. in haiti, the prime minister is called the post-hurricane sandy situation a disaster of major propositions. it has rained almost non-stop since tuesday and the official death total in haiti stands at 44 with 12 people still missing and rivers still rising. >> oil refineries along the atlantic coast are bracing for hurricane sandy. >> and voters looking to cast battle early are met with long lines. what one politician credits as the cause for the massive

>> right now things are quiet for us, there's not a lot happening right now but that will change through the day today and into tomorrow but tomorrow will be the worst part of it for us. today will be a good day to prepare. it's going to rain a little bit but not like tomorrow. tomorrow will be the worst part. 59 at the airport now, northeast wind at 12. winds will pick up later today and we can see rain on h.d. doppler, heavy rain on the eastern shore towards the delaware line. that will drift east. the chance for rain will increase around baltimore and western suburbs through the day today. most of the heavy rain will be on the eastern shore. temperatures in the low 60's. the worst part of the storm will be monday night. heavy rain expected late monday into monday night. winds at that time will climb to between 30 and 50 miles per hour and it will drop into the 40's on tuesday and there might be snow in the mountains. this will be a wild storm

through the next 24 to 48 hours. jennifer franciotti is live in fells point and they're getting ready for the worst down there. i know there's a lot of flooding that takes place not only with storm surge but also rainfall but the storm surge i don't think will be a big deal this time but they'll get plenty of rain. >> i wish you wouldn't sound so happy when you say the word "snow," tony. we are down in fells point. i put my hood up here. light sprinkles so far but since this is the best my hair's going to look for days, i'm going to protect it a little bit. coming in this morning, saw folks on the beltway tugging their big boat so folks are pulling vessels out of the water. fells point definitely gets flooded especially with sandy bearing down on us so folks are taking heed and filling up sand

bags. the flooding is a concern because the water that rises goes beneath the pier and oftentimes into the sewer system, causing major problems for businesses. folks have been crowding grocery stores and hitting box stores looking for things to get them through if power goes out. that has workers busy restocking shelves. >> we are taking replenishment trucks overnight after the store closes. we get an opportunity see what is coming on the truck. we will be getting it key items tonight such as water and more batteries. >> and as of 7:00 this morning, mema will activate level one activation phase, all hands on deck at camp fredered as they get ready for hurricane sandy. >> millions along the atlantic coast are faced with a difficult

to try to be home or where you need to be by 7:00 because there's no guarantee of service after that. >> and still no guarantee of how broad and violent the storm may be as sandy moves closer to the coast. jay gray, wbal-tv 11 news. >> refineries along the east coast are putting emergency plans in place to prepare for hurricane sandy. the hurricane could potentially hit six east coast refinery that is produce more than a million barrels of oil per day, 7% of the total capacity in the united states. in new york trading, the storm threat has boosted gasoline and heating oil prices. oil markets are watching for potential disruptions because stockpiles in the region are tight making the east coast vulnerable to strike spikes. >> from costume making to festive pictures, halloween is a treat for kids but could also result in a trip to the hospital. up next, tips to keep the kids

safe this halloween. >> and so far things are quiet but going downhill into the beginning of the workweek

>> the north carolina coastline was hammered with heavy rain and strong winds from hurricane sandy yesterday but a few people decided to take advantage of the winds and went kite surfing. emergency officials are warning of coastal flooding and power outages but have not issued mandatory evacuations. >> now, your 11 insta-weather plus forecast with tony pann. >> i heard a rumor that ava marie will be doing that in ocean city next hour. that's a good reason to stay tuned. ava marie, wind surfing in ocean

city. not. that's not going to happen. things are quiet, 59 at the airport, 57 in randallstown, 59 in parkton. winds are beginning to pick up a little bit. we had a gust of 15 downtown, 29 at ocean city. winds at the beach will gust over 30 miles per hour but it won't be that bad around baltimore with winds around 10 and 20 miles per hour today but heavy rain on the radar already. this is outer bands from sandy, heavy rain across the delaware-maryland line on the eastern shore. sprinkles around baltimore right now but that rain band will shift west as we go through the day today. here's the latest satellite imagery on the storm, a healthy storm, banding features, sustained winds of 75 miles per hour, a category one hurricane and a few hundred miles off the coast of the carolinas so where does it go? the worst part of the storm for

maryland will be monday night. this is the european model and you can watch the time frame at the top of the screen. the storm will track up the coast during the day tomorrow and by 11:00 tomorrow, it will be a few hundred miles off the coast of ocean city. if that storm turns and comes up the bay, we are in for it but i think it will stay offshore as it passes by maryland and will transition into a nor'easter and pull back into the coast and i think it's going to slam the new jersey coast around atlantic city with a 10-foot storm surge, with winds over 70, 80 miles per hour, and die down. as it comes inland, it will drift towards us but should weaken by tuesday morning. we will still have heavy rain and strong winds. monday night winds will be around 30 to 50 miles per hour and we will get a tremendous amount of rain from two to eight inches before the storm is gone

and in the mountains if it's cold enough which i think it will on tuesday there might be a little bit of snow, not around baltimore, though. the high between 60 and 65 today, a breezy sunday. the temperatures will basically hold instead from morning numbers, upper 50's and low 60's. seven-day forecast, the worst part of the storm for us will be monday night. that's when the strongest winds will take place and the heaviest rain will take place. rain tapers on tuesday, staying windy but the high temperature only 46 on halloween. i think it's going to get a little better, 40% for a few shower and high near 50. >> the threat of hurricane sandy's outer bands didn't stop people in the florida keys from celebrating halloween early. this is key west annual masquerade march. the theme of this year's march

is konkalypse. >> costume readiness is in full swing as kids count down to halloween. the day could be a nightmare if the trick-or-treaters are injured. >> picking out the perfect halloween costume is a big deal for kids. you have princesses, monsters, little pirates, even crime fighting super heros. whatever they choose, the point of a sugar crazed costumed holiday is to have them squeal with delight, not scream all the way to the emergency room. >> halloween is an exciting time. we can also make it a safe time. >> a lit candle in a jacko lantern is dangerous if costumes get too close. this boa goes up in flames within seconds and beware the homemade ghost costume.

years if they kick the habit before they're middle-aged. researchers followed women smoking a pack a day starting in their teens reduced life expectancy by 11 years. >> we also know that women started smoking later than men and were slower to give up than men so we are only now seeing some of the effects of women in large numbers having smoked a number of years ago. >> the study found smoking tripled women's chances of dying compared with nonsmokers. >> this morning, a middle river woman's battle against breast cancer has become more intense. her illness not only prevents her from working but prevents her from collecting unemployment benefits and she's not eligible for disability. >> christine white is waging a

tough battle. >> i am a tough person but emotionally, i cry every day. there isn't a day that goes by i don't cry because of the personal struggle. >> white's situation started in the spring. she says she had no idea why she started feeling ill. the symptoms -- fatigue, nausea, vomiting. after working nine years as a registered nurse in towson, she was fired. documents obtained by 11 news reveal her termination was due to a couple of incidents in which she was accused of sleep or sleep-like behavior. white denies is. she appealed to the state which allowed unemployment benefits after determining there was insufficient information to support the allegation she was sleeping on the job but there was another hurdle. >> at the time being my age i couldn't believe it was me. >> at 38 years old, white is

receiving chemotherapy to combat a rare and aggressive form of breast cancer. under maryland law, a person must be able and available for a job. the state found her unable to work due to illness. declaring unemployment benefits are denied. >> you cannot pay your bills. you don't have financial support. you have astronomical medical bills, co-payments, medication. >> white also can't receive temporary disability from social security unless she's had cancer for a year or it has spread to her bones, brain or other organs. >> at that point, you're fighting for your life. every day is a struggle for me. i have to get up. i have to look in the mirror and be reminded every day that i have breast cancer and this is what i have to look at so it's very difficult to be someone in that wig and then to be someone, this is who i am. >> the cancer support foundation says many families are struggling not only with health

issues but also finances. >> we are in a crisis with cancer families in state of maryland. we have thousands of families losing their life and i'm not saying their dying but they're losing their jobs, their cars, their houses. >> white, the cancer support foundation and state lawmakers are hoping to find a solution. delegate sally jamison says it is not as easy as it seems. the state offers a short-term be ant, funding would issue. she says the benefit would be strictly for cancer patients in therapy who would go back to work but have exhausted all other avenues of assistance. >> you may win your battle over cancer but you'll lose your life. >> christine white was eligible to continue healthcare coverage under the federal cobra law but

>> bracing for sandy from the drorls -- carolinas, hundreds of thousands preparing for the worst. i'm mindy basara. >> and i'm lisa robinson. residents along a live swath of the east coast from the mid atlantic to the northeast are bracing for hurricane sandy. >> some are preparing for winds, flooding and even snow. >> we have live team coverage with tony pann, jennifer franciotti and ava marie in ocean city. we begin with tony tracking the storm from the 11 insta-weather plus storm center. >> today will be a good preparation day, breezy and rain but not a big deal on this sunday. the worst will be monday night. 59 at the airport now, north-northeast wind at 13, winds staying between 10 and 20 miles per hour during the day today and heavy rain in the eastern shore counties. the delaware state line towards

salisbury, sprinkles in baltimore. chance of rain will increase in baltimore through the morning. the next 48 hours, today just off-and-on rain showers, heaviest rain on the eastern shore, breezy with a high near 63. heavy rain starts tomorrow. the worst part of the storm in maryland will be on monday night when we will get heavy rain and winds between 30 and 50 miles per hour. winds taper on tuesday but it gets colder with highs in the 40's and there could be snow in the mountains. i'm going to go through that in detail in a few minutes. first, we send it to ava marie in ocean city and we clocked a good 30 mile-per-hour wind gust there and it's only going to get more fun for you in the next 24 hours. >> we're feeling it already. i'm having to press the i.f.p. in my ear to hear you. you winds have picked up. last night the wind was gusting to 14 miles per hour but as you

can see now, blowing back my hat and jacket. the waves are picking up. i don't know if you can see it, but a lot of white associated with the waves, getting frothy with the ocean and the ocean coming in, as well. in the last 10 minutes, we've seen the waves come up this far to the beach, a 10 foot increase of the waves reaching the shore as we have been standing here. conditions are worsening and it's a good thing people are taking caution. that's no mandatory evacuation from ocean city but the government is encouraging people to take caution, cover up windows, and if they want to, they may want to prepare to evacuate in case it's necessary. we will continue to have updates in ocean city. the sand is hitting my eyes so i have goggles on. >> here in baltimore, people are

taking many precautions, as well. >> stocking up on food, water, toilet paper, sand bags. jennifer franciotti has more. >> what a difference between ocean city and right here, just a little while ago we had sprinkles. they have moved out for now so that's a good thing but you're right. folks are taking precautions. home depot security secretary janet paltano asking the governor if he has everything he needs for the storm. marylanders were in full sandy preparedness mode on saturday. in baltimore, flood prone fells point, some businesses were boarded up and sand bags strategically placed to fight the flooding. at maggie moo's, they brought in sand bags that city provided.

employees will put them inside drains. >> we are kind of scared that -- i'm ready to get anything that comes. >> grocery stores were jammed yesterday and supply stores like national timonium experienced another busy day. >> almost like a black friday atmosphere. >> folks buying up essentials, keeping workers busy. >> we are taking replenishment trucks overnight after the store closes. we get an opportunity see what is coming in on the truck. fortunately for us we will get in water and more batteries tonight. >> here in fells point, they are waiting for sand bags. about half an hour ago, there were half a dens -- dozen people here waiting for bags to arrive so they can fill them up and

help this neighbors and businesses avoid flooding. >> b.g.e. says it's planning for the potential of several hundred thousand customer outages beginning as early as this evening. rob gould is here from b.g.e. with more on how we're getting ready. >> we are working the crew status. sometimes you get some pulled back because the western utilities are afraid of some of the snow and things of that nature but we are bringing in resources. we are targeting to have about 3,000 confirmed resources in the game once the storm hits or shortly thereafter and that number will be sure to climb assuming that the outages continue to climb. >> just having those crews in place puts you ahead of the game? it does, unlike the derecho where we were caught off guard. here we have the opportunity to get our crews in and we are having a ton of dry runs occurring during the day as simple as ensuring that the people standing by -- and customers need to understand.

several governors along the east coast including here in maryland declared states of emergency and some are urging coastal residents to move inland. new jersey governor is urging the evacuation of all casinos and state barrier islands by this afternoon. billboards were also taken down in advance of expected high winds. >> at this point in time, it will likely make landfall late monday evening bringing accumulated rain, high wind and significant beach erosion. >> ecuations are also underway in new york. authorities are calling for the first mandatory evacuations in the state. residents on fire island have to leave by 2:00 p.m. fire island is located off the south shore of long island. they are packing up and getting off the island. >> this is a dangerous storm and i think we are going to be ok

new roasts, new flavors, and a new look. >> welcome back, the time is 6:11, 59 degrees at the airport and breezy out there this morning. will stay that way through the afternoon, northeast wind at 13. wind will be between 10 and 20 miles per hour during the day tomorrow with a touch of rain. today is still a decent day to prepare for the worst tomorrow night. 55 in westminster, 57 in rising sun and here i plotted some of the wind gusts in the last hour, 18 mile-per-hour gusts at the airport and almost 30 mile-per-hour gust at ocean city. we'll talk to ava marie live there in a second. we are picking up heavy rains of sandy, all the way down -- sometimes ava is like a

hurricane. we have heavy rain towards the delaware state line and sprinkles around baltimore. the storm is way down off the carolina coast a few hundred miles offshore, sustained winds hour, banding features, almost an eye showing up. it's moving northeast and we think that track is going to continue into tomorrow and that is good news for maryland. don't get me wrong. it's still going to be bad but the worst case scenario i think is off the table. this is the g.f.s. model forecast and we'll take the storm up to 11:00 a.m. monday. you notice the center of the storm is a few hundred mile off the eastern shore, off of ocean city. if the storm had turned and come up chesapeake bay, that would have been the worst-case scenario so right now i think it will stay off shore and this is when it will turn into a nor'easter and then pull back and hit the new jersey shore with a wall of water.

it's going to have a 10 foot storm surge and act like a hurricane with winds over 80 miles per hour in new jersey and then drift back towards us through southern pennsylvania or northern maryland during the day on tuesday with cold air wrapping in at that time with highs in the 40's on tuesday. here's how much rain we expect here. the heaviest rain tonight and tomorrow morning will be in southern maryland and lower eastern shore counties, 6:00 a.m. tomorrow but once we get into tomorrow afternoon and tomorrow night, heavy rain spreading everywhere from two to eight inches of rain is what we expect before it's said and done the day on tuesday. the worst part of the storm for us around baltimore will be late monday into monday night. that's when the strongest winds will take place and heaviest rain coming down. the forecast today, breezy, off-and-on rain showers, the high temperatures between 60 and 65 and during the day tomorrow, rain picking up in intensity as

well as winds gusting between 30 and 60 miles per hour monday afternoon and monday night. the high near 57 on monday. winds diminishing a little on tuesday but cold with a high of only 46 and there might be snow in the mountains on tuesday. we said we're going to hook up with ava marie in ocean city and she is live there now. it looks like the storm will be parallel with you probably late in the morning on monday which means the winds up until that time will be coming on shore a little bit so you'll continue to get the big waves and sea foam bubbling up and flooding during high tide. >> speaking of sea foam, the foam is pushing on to the sand. the waves are extremely active and have been increasing throughout the night. we arrived yesterday in ocean city during the evening hours and you can hear the roar from the owing -- ocean.

that's one of the big concerns for ocean city, the on-shore flow coming ahead of the storm. this is a massive storm system which means the winds extend out well from the center so we don't want to focus on the exact point of landfall but all of the areas impacted as it moves on shore because it will be a large area besides the area of landfall. we expect it north of ocean city but ocean city still has the possibility of income that landfall area and right now the winds are really strong straight north out of the beach which is why i'm wearing glasses because we're getting sand in the winds, as well. the winds are sustained at 20 miles per hour, gusts up to 30. the storm system is 600 miles away and tropical storm-force winds extend 500 miles from the storm so pretty soon we will get stronger winds. we'll keep you up to date.

>> early voting is now underway in maryland and hundreds of people have been braving long lines to exercise their right to vote, lines so long that one voter told us she waited six hours to cast her ballot. deborah weiner has more. >> for most voters, it is hard to remember when the polls looked like this.

broughtof early voting wrap-around lines in randallstown hundreds deep. young children were falling asleep as voters waited hours to cast their ballot at the community center. >> i've never seen this many people turn out before. >> i thought, this is insane, but i'm not leaving. >> it was the same scene in southwest baltimore, very long lines indeed at edmonton high school. congressman elijah cummings thought the mega-storm sandy was partly responsible. >> the fact that we've got a storm around the corner makes early voting significant. we don't know how that storm will effect us. we don't know how long power may be how the. >> cummings pointed to voter suppression efforts in other states and a possible ripple effect felt here. >> the mere fact that there were people trying to stop them from voting makes them want to vote more. >> some voters told us they were drawn in early by the number of issues on the maryland ballot,

>> you're watching wbal-tv 11, live, local, late breaking. this is 11 news sunday morning. >> welcome back to 11 news sunday morning, thanks so much for joining us. >> let's get the least hurricane sandy from tony. it's not as bad as it could have been. >> we'll look back at this and say it was really bad but it could have been a lot worse. we were talking about the storm coming up chesapeake bay a couple of days ago, that's the worst-case scenario but now it will take a curve and make landfall in new jersey. this is not going to be a cake walk but it could have been a lot worse. 59 at the airport, northeast wind at 13 miles per hour, breezy today with winds between 10 and 20 miles per hour today and we're probably going to get a little rain around baltimore.

the heaviest rain is near the delaware state line extending down towards salsbury, the outer bands of the storm still off the south carolina coast. today, rain showers likely, breeze, temperatures in the low 60's. the worst part of the storm for us will be monday night when the heaviest rain will come in and strongest winds will take place. we expect between 30 and 50 miles per hour, maybe up to eight inches of rain, and it will get cold on tuesday with temperatures dropping in the 40's. more about that in detail when we return. first we will send it to jennifer franciotti in fells point where folks are preparing for flooding. i don't think the flooding will come this time so much from storm surge but there will be a lot of rain down there. >> and that can create its own set of problems for folks and that's why ken's here this morning. you're taking advantage of the city sand pile they've left here on thames street. >> i sure am. the last storm, it was crowded

and chaos so i said i'll get a jump on it. i'm just getting off of work and i said since there's no bags, i'll get a jump, put sand in the truck and when the bags come, i'll take them to my house and bag them up and use them for my residence as well as neighbors in the block because i'm part of the neighborhood association so some of the older tenants and residents in the neighborhood, feel like i want to give a helping hand this morning. >> that's really nice of you, very sweet of you. tell me how bad does it get when it rains, the amount we are expected to get right now, do you typically have flooding in your wait a minute? >> sort of kinda. the last go-around i did home improvement and took measurements to restrict the water from getting inside my basement. you remember isabel? >> do i ever. do i ever, and i mean it was a nightmare. and luckily, like i say, it wasn't too much water coming

practice several times a year but now we are executing the plan so that means we're making sure we have stocks of materials -- transformers, wire, all those things. we make sure we go after the crews out west, to the south, wherever we can get them and we are competing with the utilities up and down the east coast and to the west and we have time to build our staging areas where we'll house those folks with laundry service, meal service, huge tents that have to be built really overnight in places like m&t bank stadium and b.w.i. so all of these things that have to be executed in a quick fashion but gives us an opportunity to bring the resources to bear. >> it makes a big difference to prepare for what might happen. >> so long as people don't get too prepared and feel comfortable. that's the danger, you can get

complacent, too. >> last time around, people were frustrated about when is power coming back on. what is going to happen this time? >> i think based on what we're hearing, we're not going to be able to begin assessment until tuesday evening into wednesday and we will have a 24-hour to 48-hour assessment time. we'll restore power during that time but likely not provide estimates of restoration times dhawrg time. probably later in the week before we'll provide that estimation. we'll give a global estimate but it will take time for us to give key data points for customers who want to know when power will be restored. >> there are any particular areas that have this problem more than others? >> everybody thinks their power

>> now, your 11 insta-weather plus forecast with meteorologist tony pann. >> welcome back, the time is 6:38, quiet in baltimore right now, sprinkles here and there, no big deal. 59 at the airport and 62 at the maryland science center. a breezy day today but strongest coming in tomorrow, winds staying between 10 and 20 miles per hour during the day today. temperatures won't move much, upper 60's, -- upper 50's, low 60's. i've plotted some of the strongest wind guests as of the last hour. winds gusting close to 40 at the beach later on today and ava marie is down there.

radar picking up heavy rain, outer bands of the storm that's way down to our south but along the delaware line on the eastern shore, heavy rain going on. sprinkles around baltimore and i suspect it will stay that way the next couple of hours but heavier rain shifting towards baltimore later today. here's the latest satellite imagery on sandy, a healthy looking storm, nice banding features, wrapping around the center so sustained winds still 75 miles per hour and it is technically still a hurricane. it's a few hundred miles off the coast of the carolinas. this is a gigantic storm with a huge wind field, 400 to 500 miles across. we will get into it either way. this is the g.f.s. model, starting the time frame at 6:00 a.m., watch it at the top of the screen. the see the center of the storm passes a few hundred miles off

the coast of ocean city at noon monday and that's a very good thing. a couple of days ago we thought there was a possibility it would up the bay which would have been the worst case for maryland. this is when it will transition to a nor'easter and drift back west and slam into the jersey shore monday and tuesday. it will carry a 10-foot storm surge and drift back towards us during the day on tuesday and drag in cold air and temperatures will drop into the 40's on tuesday so the worst part of the storm for us will be on monday night when the heaviest rain will take place and strongest winds around baltimore. an estimate of precipitation, tomorrow morning, heaviest rain in southern maryland and the eastern shore but everyone will get heavy rain eventually, from two to eight to 10 inches of rain in spots so serious

flooding will be going on monday into tuesday. rain showers likely today, breezy, high temperatures between 60 and 65. the worst part of the storm for us will be monday night. winds between 30 and 50 miles per hour, very heavy rain and then it will taper a little bit on tuesday but turn colder with a high near 46. on halloween, 40% chance for leftover showers, chilly with a high near 50 degrees. ava marie is live down at ocean city right now and ava, you know the storm is still hundreds of miles from you but as you mentioned, the wind field, tropical storm force wind field goes out 400 to 500 miles so i'm sure you'll see some of that later today into tonight. what's it like right now? >> that brings up a good point. the storm is hundreds of miles away but i have my anmometer here and we measured wind gusts up to 33 miles per hour. the waves are coming in and the

sea foam showing you how far the waves have been coming up so far. we are expecting waves between eight and 14 feet today. the surf will be a major concern as we hit high tide at 7:00 a.m. where the storm surge itself could be two to three foot above normal in ocean city and it gets higher into tomorrow as the storm system makes its way on shore north of us into new jersey that. point, the high tide coming in at ocean city at 8:00 a.m. and the storm tide could be up to seven feet. that means the storm surge on top of the normal tide so that's something we will worry about as coastal areas when they start to flood as water comes in and wind is a major concern, as well, with gusts up to 50 miles per today at the beach, possibly up to 60 miles per hour tomorrow as the storm moves in and right now the wind is a big concern for us because of the sand that is starting to pick up. i had safety glasses on earlier and now the wind is to the back but it's pushing dunes across

and ava marie. we begin with tony tracking the storm from the weather center. >> this is not going to be the worst-case scenario for maryland but not a walk in the park, either. first let's look at current conditions, 59 at the airport and northeast wind at 12. a breezy day, winds between 10 and 20 miles per hour today so you can still prepare today. heavy rain on the radar on the eastern shore near the delaware state line extending towards salisbury, just a few sprinkles around baltimore at the present time. this is what you can expect over the next 24 to 48 hours. today, no big deal, rain showers, breezy conditions with temperatures in the low 60's. the worst part of the storm for baltimore will be monday night when the heaviest rain will come in and strongest winds will take place, winds between 30 and 50 miles per hour and from two to eight inches of rain and then getting cold on tuesday with the temperatures falling in the 40's

and possible snow in the mountains. we'll talk more about that in a few minutes. first we will send it to ava marie in ocean city. one of the most interesting things i found when i cover hurricanes i i thaha sea foaoa oks so weird w wnt't' frfrhing up, i ilmostoooo keke wouldn't recommend taking a dip in it. >> not planning on stepping in water but you're right, the sea foam is pushing in and not only is it neat looking but gives you an indication of where the waves have been. they've been up closer to where we are stationed on the beach located on 32nd avenue in downtown ocean city. the wind is picking up. i have a handheld anmometer, measuring wind gusts to 30 miles per hour and we are expecting gusts up to 50. tomorrow they could be gusting up to 60 miles per hour as sandy approaches.

waves coming, in gigantic out there. you would not want to swim in that water as there are concerns of rip currents and they continue to increase in height. the concern is that we will have high tide at 7:41 this morning and close 8:00 p.m. where the storm surge could be two to three feet above normal and that means coastal areas could begin to flood and especially into tomorrow as the storm surge could be from four to eight feet just along the coast, not as bad as you get inland. the rain not an issue right now, hardly raining. any wetness we are feeling is the water sprayerate now but we are expecting heavy rain to begin, as well. we will continue to have updates live in ocean city, ava marie wbal-tv 11 news. >> here in baltimore, folks are preparing for the worst, hoping for the best. >> stocking up on food, water, toilet paper. somebody has to explain that to me, and sand bags.

jennifer franciotti joins us live from the city with more. >> good morning. i think it's because you don't run out of toilet paper until you really need it and you realize you're stuck in the house without any. that's my assessment of that situation. we are here in fells point where things are hopping behind me at the sand pile on thames street. melvin, you showed up to fill your own bags because we have not seen city provided bags this morning. >> correct. >> you got your bags and you're doing this for your house and neighbor? >> yes. >> you were nice enough, a group showed up at the same time you did and you didn't know those folks and what did do you? >> give them bags. they would do the same for me, i truly believe. >> you got your pickup truck here. pretty happy to be able to have sand to do this? >> i'm thankful and appreciate it from the city and everyone should get it while they can. >> we've got bill filling up his bag. where did you go for the bag?

potential of several hundred thousand customer outages beginning as early as this evening. rob gould is here with more on how b.g.e. is preparing. you-all did something unusual, robo calls and emails? >> we sent a robo call to all of our 1.2 million customers. we've only done that once before, that was for hurricane irene, to tell people take time to prepare. we also have a list of special needs customers that have provided uses with contact information, they're certified by a physician to have medical needs that depend upon electricity. we did robo calls to them starting thursday, then friday, then yesterday because they need time to prepare, as well. we also sent last night an email to about a quarter of our customers to say get ready, explain some issues that they need to be prepared for and so it's a lot of communications up front to try to give customers an awareness of what's happening

and what they can do to prepare. >> for those with special needs who depend upon electricity, are you able to give them assistance? >> believe it or not, the best assistance we can give them is to take the time now to prepare or if you have loved ones that can help you, rely on them now. we can't prioritize them or help them beyond giving them more than perhaps they ordinarily would get in a situation like this. >> people can go to your website? >> bge.com. the home page has preparedness tips and the like that is really good information to help understand what we're doing, as well. >> how are you going to communicate about time of restoration? >> the storm will hit, we'll first do an assessment to understand the damages. we'll likely put out at some point, probably wednesday or thursday, a global time for when everybody will be restored but

>> now, your insta-weather plus forecast with tony pann. >> welcome back. the time is 7:12, 59 degrees at the airport, 62 downtown. breezy right now and it will stay breezy through the afternoon with winds between 10 and 20 miles per hour but not a bad day. you could probably still go outside and prepare if you have to. the worst part of the storm for us will be monday afternoon and monday night. today we will get a little rain but not a big deal. 58 in catonsville, 55 in westminster and 56 in jarrettsville. i plotted some of the wind gusts and the strongest winds are in the hoar -- lower eastern shore counties. a 17 mile-per-hour gust at the airport but 32 mile-per-hour

gust at ocean city. ava marie is live there. we're picking up heavy rain along the delaware state line on the eastern shore, dover extending towards salisbury, an outer band from the storm, as well. around baltimore, just light rain showers and sprinkles so the best chance for rain today will be on the eastern shore counties with light rain around baltimore so here's the storm right now, a healthy hurricane, sustained winds 75 miles per hour, banding features around the center, not an eye but circling around what would be an eye and still 200 miles off the carolina coast moving the northeast. where does it go after that? we'll take one of the computer models that i agree with on the track of the upcoming storm and watch the time frame at the top of the screen starting at 7:00 a.m. go to monday and the storm stays offshore of ocean city and that's fantastic. it will pass 150 to 200 miles

offshore from ocean city but the tropical storm force wind fields from this storm is 400 miles across so it will be bad at the beaches but this is not the worst-case scenario for maryland. if it had come up the chesapeake bay, that would have been a huge deal but because it's passing off shore, it will be better. it will trig transition into a nor'easter and slam the jersey shore line with a direct hit way storm surgen to 12 feet high with hurricane-force winds. then it will drift back towards baltimore and settle perhaps into western pennsylvania or western maryland tuesday morning. as that happens, cold air will wrap around the back side of the storm and temperatures drop into the 40's during the day tuesday. rainfall, we will get a lot of it with snrats -- estimates from

two to eight inches. everybody will get heavy rain before this is over with on tuesday so the worst part of the storm is monday night, winds between 30 and 50 miles per hour around baltimore with the heaviest rain over that time period, as well. the forecast today, showers, breezy, temperatures between 60 and 65 this afternoon and east-northeast wind at 10 to 20 miles per hour. seven-day forecast, rain tomorrow, heaviest rain monday night. strongest winds, monday night. high temperature 57. tuesday, windy and colder, 46 for a high and there could be snow in the mountains on tuesday. as i mentioned, ava marie is live in ocean city. we were talking about how i think the storm will pass a few hundred miles to your east on monday but the tropical storm force wind field is 400 miles from the center so you'll see guests over -- guests -- gusts

over 40 later today. >> because it is a large storm, even if it goes north of us, we are expecting winds to stretch out far from the center of the storm. i've measured a wind gust at 33 miles per hour, what you got at the airport, as well. we are expecting winds to pick up and gust closer to 50 later today and up to 60 tomorrow. the waves are gigantic, from eight to 14 feet throughout the day today. you would not want to be in the wave right now, they're kicking up a lot of foam on the beach, indicating how far the waves are coming on shore. the sand is blowing, as well, and we've braced ourselves for that. we want to watch out for high winds on ocean city and coastal flooding which could be a problem for southern areas of downtown ocean city. we're not expecting as much flooding because we are expecting the storm to go north

of us, we won't have as strong of an on-shore flow but still some on-shore flow throughout day and coastal flooding could be a problem. at this point, no mandatory evacuations of ocean city but they are urging residents to be cautious and prepared for evacuations if they need to. ava marie. >> looks like you're not blowing as you were a little while ago. be careful. still plenty of news ahead this morning. >> having an emergency supply kit handy is important. the better business bureau will be here to explain what it should include. >> we'll be joined by rob gould of b.g.e. and he'll explain how the utility company is preparing for hurricane sandy.

>> welcome back, it's 7:18 and 58 degrees on tv hill. in this morning's medical alert, what hospitals don't tell you, unaccountable, the book we will discuss this morning and dr. marty mckeiry of john's hopkins is here to talk about this book and a survey he did and it's important information for people. why did you write this book, unbelievable"? >> when i talk to patients and ask them why do you come to this hospital, i hear things like, because the parking was easy. there's good resources and ways to measure quality in healthcare so why don't people have access to it. we, as a society, need to say, does the public have a right to know about the quality of hospitals and what are the tools and websites out there. >> you did a survey and came up with surprising things. nearly a third of the institutions, fewer than 50% say

they feel safe as patients. >> doctors and nurses working in a hospital know more about the safety and quality than anyone out there and the results are striking. when the survey is administered nationally, a third of the hospitals have horrific results according to those working here. 40% of doctors are burned out according to the mayo clinic study so what's going on wrong? >> what is going to wrong? people getting operated on, wrong body parts, mistakes going on. what's going on? >> 40 times a week the wrong body part, sponches left behind. these are extreme but one in four patients in a hospital are harmed in some small way. according to the new england journal of medicine," docs say they're under more pressure, under pressure to see more patients, do more procedures, is more corporate. they don't feel like they own the delivery of care when we talk to them nationwide so these

are real problems and when we've got 46% of front-line doctors burned out in the united states, we have to ask why. >> we're looking at that and as consumers, who need medical care, what do we do about it? >> it's a great question. there's a lot of good websites out there, zock doc, pub med. we go through questions that should be asked a lot of times. there are checklists, a list of patient checklists at "unaccountable." people can find resources. 30% of second opinions are different from first opinions so when you're having something major like surgery or starting a new medication, get a second opinion. >> wow. how is this received by your colleagues? >> by and large, that's a new movement now to make patient

>> welcome back, everyone. with hurricane sandy making its way towards the east coast, now's the time to make preparations. john lucas from home depot is here to give us tips. there's two places people go before a storm, the home improvement store and the grocery store. what do we need? you have a lot of products. >> the biggest thing you want to keep in mind is that if the power goes out, chances are it's going to go out for many folks be out for several days so you want to make yourself as comfortable as possible. some key things to have, initially, sand bags if you're in a low-lying area. definitely check any of the drains in your neighborhood. keep from flooding. you want to make sure you have plenty of water on hand. >> you have that on the store? >> absolutely. >> when you come in to get

batteries, right? >> batteries, flash light, emergency lighting and definitely water. >> weather gear here. >> weather gear, tarps that we have in case good to forbid something hit your house, you have a window blow out, hole in your roof. again, they're not going to be able to get to you right away so a tarp can keep your home dry. >> let's talk about generators. this is a big deal. a lot of people are buying these because they become a regular losing power. >> we have been getting a lot of more heavy duty storms over the past several years so more and more folks are buying generators and everybody's going to the generator because again it's all about your comfort. >> absolutely. there's a big difference. there's a huge variety of generators out there. >> it is a vast array. you go from simple to a whole house generator. >> what's the difference in power? what do you need if you want to power your refrigerator and maybe your tv and a couple of

other items in your home? >> something like the generator that i brought today is actually probably a great choice if you're just looking for a portable generator that does basic functions. you want to look at the running wattage of the generator and you also need to look at the wattage on the appliances you're hooking up. do not exceed the running wattage of the generator. >> that's good to keep in mind. >> it's very important. have gas and oil on hand for the generator. if you fill the tank on the generator, it will run six to eight hours. >> the cost? >> again, that's really across the board. for a small one $3,000 all the -- $300, up to $.

angels -- agencies and the media. >> angie barnett has tips for how to be prepared for sandy and emergency documents you need. >> good morning. >> don't wait until the last minute. >> that's right. is a great day to be getting a different kind of preparation kit together and that is all the documents you need. think about identity theft, if they were to get scattered through wind, people coming through your house, if damage is done, people come through. we want you to get a safe box and put into it a lot of great documents that will help you that in the event your house or there is destruction, you can move quickly. things like your social security numbers, your cards, don't leave them just lying around. you're going to nut -- in this box all your insurance information. today is a great day to get it

together, know who your agent is, how to call them, what are the policies, review the policy and take that information together. >> financial account, health records, pet information. >> pet information is important, their names and what types of pets you have so they can locate them in an emergency. >> and your car, don't forget about your car, your title. >> you want to have all this together and the reason why is if there's damage, you want to be able to quickly notify and notify your insurance carrier and what you want to do on your policy know what your insurance excludes and what it covers and that would be, for example, you might be responsible for damage that occurs after the winds and the rain occur so if you've got holes, if you've got broken windows, you need to put tarps over them, board them up, because the insurance may not

>> now, your 11 insta-weather plus forecast with tony pann. >> the time is 7:39. things are quiet in baltimore and will stay that way most of the day. 59 at the airport, 62 downtown at the maryland science center, northeast wind at 12 miles per hour. breezy day today, winds between 10 and 20 miles per hour and rain won't be a huge deal around baltimore so this is a day we can use to prepare and do things. plotted some of the strongest wind gusts and the strongest winds down south and to the east. 17 mile-per-hour gusts at the airport but a 32 mile-per-hour gust at ocean city. ava marie is live down there and we'll talk to her in a second. we're starting to see rain from the top end of the storm, a gigantic storm off the south carolina coast but rain bands

across the eastern shore counties, back into delaware, heavy rain near the state line extending across the lower eastern shore towards salisbury. we will see rain but the best chance for rain is on the eastern shore. here's the latest satellite imagery of sandy, a well defined lurk, -- hurricane, banding features. a few hundred miles off the carolina coast at the present time moving northeast so the question is where does it go after that and i have a little bit of good news in that rap. respect. i feel confident we will avoid the worst-case scenario. here's the g.f.s. model they agree with for the track of the storm. the time frame is at the top of the screen. the storm monday morning 7:00 a.m., the center of the storm 200 miles off the coast of ocean city. ocean city would be right about there. that's good news. a couple of days ago we thought maybe it would turn up the

chesapeake bay. if that happens, it's a worst-case scenario for us but it looks to pass off shore and to a nor'easter and pull back in to the coast on into tuesday morning and slams the new jersey shore with perhaps a 10 to 12-foot storm surge, wind gusts over 70, 80 miles per hour with tremendous impact on the jersey shore. you got to keep in mind that the wind need this storm is 400 miles across with tropical storm force wins going out 400 miles from the center so although it makes landfall in new jersey, we will be in the soup in baltimore with heavy rain and wind gusts between 30 and 50 miles per hour. the worst part of the storm will be monday night when winds will be between 30 and 50 miles per hour and the heaviest rain will take place and cold air coming in, dropping into the 40's on tuesday. here's the rainfall

precipitation forecast. into tomorrow morning, heaviest rains falling in southern maryland across the lower eastern shore counties. but i think everybody is going to get heavy rain at one point or another heading into tuesday morning from two to eight inches of rain before it's said and done so there will be flooding issues. the forecast today, showers off and on, rain shouldn't be too heavy around baltimore today, breezy with highs around 60 and 65. the aliviest rain late monday and monday night from two to eight inches and winds at that time between 30 and 50 miles per hour. it's still going to be windy on tuesday, colder with a high of 46 and probably snow in the mountains on tuesday. i mentioned ava marie is live in ocean city. let's hook up with her. the storm is still just off the carolina coast, several hundred miles from you but the wind

field is gigantic and you valid to have wind gusts up to 30 miles per hour down there. >> i have my own anmometer i've been using to measure the winds and have recorded gusts up to 35 miles per hour and winds not only coming in ahead of sandy but funnelled with the storm system to our west, helping to increase them right now. the waves are stoorgt come in right now. at high tide in ocean city. this is not as big of a concern. the high tide later this evening at 8:00 p.m. and then tomorrow morning, those will be bigger concerns as that's when the storm surge could be up to two to three feet this evening in ocean city and possibly greater than four feet tomorrow morning with high tide in ocean city and that brings concern for coastal flooding, especially in downtown ocean city just south of us. we're in north ocean city right now along 32nd avenue but at any point in southern ocean city, coastal flooding could be a big problem especially into monday evening. a flood concern for the area

just from the rain. the rain not an issue right now but it will be increasing throughout the day tonight and tomorrow where parts of the could see up to 12 inches of rain, allowing for a lot of standing water, low-lying areas could flood. high winds to watch out for, waves increasing and then the lingering effects from the storm system which will be the rain set to fall so a lot of concerns in ocean city. we are expecting residents to take precautions and not expecting mandatory evacuations here but if you would like it evacuate, now is the time to do it. ava marie in ocean city, wbal-tv 11 news. >> refineries along the east coast are putting emergency plans in place to prepare for hurricane sandy. the hurricane could potentially hit six east coast refinery that is produce more than a million barrels of oil per day, 7% of the capacity in the united states. in new york trading, the storm threat has boosted gasoline and

heating oil prices. b.g.e. crews have been busy preparing for the storm. we're joined again by b.g.e. spokesman rob gould. everyone wondering if i lose power, when do i get it back? >> if the storm hits monday and tuesday, we will assess once we can get out and safely operate. anything above 25 miles per hour is problematic for restoration crews because the buckets they go up in can't operate in anything greater than that. we'll assess the first 24 to 48 hours after the storm so we're into wednesday to thursday before we have the broad based estimate of restoration. then we're going to work feeders and individual outages and be careful about what we give to customers in terms of estimated times of restoration. we don't want to give any kind of time lines we know we can't stand by or we don't have a lot of confidence in so we're divog have to ask for patience with
